Highway Licences
Apply for a licence for activities on the public highway
Apply and pay for your street works licence online. You can also apply to extend an existing licence and pay the renewal fee.

Skip licence pricing
- £259.00 for 14 days (Incudes £125.00 inspection fees) 7 days advance notice needed
- £150.00 for 14 days renewal or alteration to existing licence (including the administration of any refunds)
If a refund is requested and granted after a site inspection has taken place, then £85.00 will also be deducted from the original fee paid.
No skip should be placed on the public highway until a valid licence has been issued.
Should any unlicensed structures be found on site before a licence is issued or any structures left after expiry of original licence, the applicant will be subject to pay for both Enforcement charges and new/renewal licence fees.
Skip permits must be applied for by the skip company placing the skip on the public highway. Once issued, the permit will be sent to the skip hire company. Residents will not receive a copy of the skip permit.
- Extension requests should be made at least 7 days before the licence expires.
You can apply for up to two extensions. Then, you must apply for a new licence.

Scaffolding licence pricing
- £120.83 per linear metre + £280.00 Inspection Fee + £100 per linear metre refundable bond making a minimum payment of £1604.98.
- £150.00 for 1 month's extension
Pricing for the first month is calculated as follows:
£120.83 per linear metre with a minimum site cost of £724.98 (equivalent to a 6 metre site) - Example: 6mtr site = £724.98, 7mtr site = £845.81, 8mtr site = £966.64
£280.00 Inspection Fee – This is as follows under the New Roads & Street Works & Traffic Management Act code of inspections, (3 inspections A, B and C below at the prescribed rate of £85.00 each visit + £25.00 administration costs).
- A site inspection undertaken prior to the progress of the works at application stage.
- An inspection undertaken within the prescribed 28 days, during progress.
- An inspection undertaken after the prescribed 28 days or following completion of works.
Additional abortive or additional visits requested by you will be charged at the prescribed rate of £85.00 per visit.
In addition to the above costs, a refundable bond is required as set out below. The sum of £100.00 per linear metre with a minimum of £600.00 (equivalent to 6 metre site) - Example: 1-6mtr site = £600.00,7mtr site = £700.00, 8mtr site = £800.00 etc
For confirmation the bond will be considered for refund after the C) inspection above and once removal of the structure is carried out, upon this inspection if council officials are satisfied there is no damage to the public highway only then will the refund be deemed, if remedial works are required this will be deducted from the bond.
- Extension requests should be made at least 7 days before the licence expires.
If you need the scaffold licence for a fourth month, you need to apply for a new licence.

Hoarding licence pricing
- £120.83 per linear metre + £280.00 Inspection Fee + £100 per linear metre refundable bond making a minimum payment of £1,604.98.

- £175.00 for the first 14 days
- £150.00 for 14 days renewal or alteration to existing licence (including the administration of any refunds)
No building materials should be placed on the public highway until a valid licence has been issued.
Should any unlicensed structures be found on site before a licence is issued or any structures left after expiry of original licence, the applicant will be subject to pay for both Enforcement charges and new/renewal licence fees.
- Extension requests should be made at least 7 days before the licence expires.

Mobile crane licence pricing
- £215.00 per day
- £150.00 for renewal or alteration to existing licence (including the administration of any refunds)
No Mobile Crane should be placed on the public highways until a valid licence has been issued.
Should any unlicensed structures be found on site before a licence is issued or any structures left after expiry of original licence, the applicant will be subject to pay for both Enforcement charges and new/renewal licence fees.

Cherry picker licence pricing
- £215.00 per day
- £150.00 for renewal or alteration to existing licence (including the administration of any refunds)
No Cherry Picker should be placed on the public highways until a valid licence has been issued.
Should any unlicensed structures be found on site before a licence is issued or any structures left after expiry of original licence, the applicant will be subject to pay for both Enforcement charges and new/renewal licence fees.

Storage Container licence pricing
- £905.00 per month for a maximum period of 12 months
- £150.00 for renewal or alteration to existing licence (including the administration of any refunds)
If a refund is requested and granted after a site inspection has taken place, then £125.00 will also be deducted from the original fee paid.
No storage container should be placed on the public highway until a valid licence has been issued.
Should any unlicensed structures be found on site before a licence is issued or any structures left after expiry of original licence, the applicant will be subject to pay for both Enforcement charges and new/renewal licence fees.
- Extension requests should be made at least 7 days before the licence expires.
If you need a container licence for longer than a 12 month period, you will need to apply for a new licence.

Portaloo licence pricing
- £175.00 for the first 14 days
